Dear Guests,
It is a true pleasure and a welcome duty for me to speak today, to extend a warm welcome to you in the Djohong Town Hall reception hall for the Budgetary Policy Debate. This debate, as you may recall, is an exercise that allows councilors to participate effectively in the budget preparation phase, thereby contributing to the strengthening of local governance. It also allows the executive and deliberative bodies to discuss, once a year, the means, options, and tools to be used to ensure the sustainability of the community’s finances.
The Budgetary Orientation Debate is a requirement of Law No. 2019/024 of December 24, 2019, establishing the General Code of Decentralized Territorial Authorities in its article 374, of Joint Order No. 000031/AC/MINDDEVEL/MINFI of March 3, 2021, setting the Budgetary Calendar of the CTDs in its articles 14, 15, 16, 17, 18 and 19, and of Joint Circular Letter No. 00008735/L/C/MINFI/MINDDEVEL of August 11, 2025, relating to the preparation of the budget of the CTDs for the 2026 financial year.
The budget orientation debate thus allows for the presentation of:
– The Municipality’s performance report based on the last 5 administrative accounts (2020-2024)
– an assessment of the current 2025 municipal budget,
– The economic situation and financial constraints for 2025
– The 2026-2028 Medium-Term Expenditure Framework and the 2026-2028 Medium-Term Budget Framework

Before concluding this brief presentation of the DJOHONG Municipal Budgetary Orientation Debate, I would like to take this opportunity to express the sincere gratitude of the entire council, the executive branch, and all municipal staff to our technical and financial partner, the humanitarian NGO DRC.
